Wang Yi Attends the Seventh Summit of the Conference on Interaction and Confidence Building Measures in Asia

On October 15, 2026 local time, Special Representative of President Xi Jinping, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi attended and addressed the seventh Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA) in Baku.

Wang Yi noted that CICA is an all-Asia platform for dialogue and cooperation initiated and jointly built by Asian countries themselves. Since its establishment, CICA has advocated the Five Principles of Peaceful Coexistence, systematically advanced cooperation on confidence building measures, consistently practiced multilateralism, and made unremitting efforts to consolidate the foundation of trust for peace and security in Asia. China highly commends the efforts made by Azerbaijan as the CICA chair to advance CICA cooperation and build a “stronger Asia,” and is ready to continue its strong support and active participation in the CICA process.

Wang Yi said that Asia is home to 60 percent of the world’s population. It has led world development in the long course of history, but has also experienced stagnation and backwardness. The Asian people love peace most and yearn for development most. Facing the accelerating changes unseen in a century, Asian countries must foster a sense of community with a shared future, keep to the right side of history and uphold solidarity and cooperation, so as to ride the tide, turn crises into opportunities and create a better future together.

Wang Yi put forward a four-point initiative:

First, jointly safeguarding peace and stability. Asia does not need the Cold War mentality and does not welcome bloc confrontation. Ultimately, Asian affairs should be handled by the Asian people through solidarity and cooperation. Asian security, in the final analysis, should be achieved by upholding the common, comprehensive, cooperative and sustainable approach to security.

Second, jointly promoting prosperity and revitalization. Development holds the master key to solving all problems. We should further align high-quality Belt and Road cooperation with the development initiatives of various countries, uphold an open and cooperative environment, advance trade and investment liberalization and facilitation, ensure the stable and efficient operation of international transport corridors, and enhance the supply security of key raw materials, energy resources, and food, so as to enable Asian countries to jointly accelerate their march toward modernization.

Third, jointly promoting mutual learning between civilizations. Asia is the continent with the greatest diversity of civilizations. We should firmly carry forward the Asian values featuring peace, cooperation, openness, and inclusiveness, and respect the right of all countries to independently choose their development paths and governance models. We should deepen exchanges and cooperation in culture, tourism, health, women, youth, media, and think tanks, and promote people-to-people exchanges and connectivity, so as to enable diverse civilizations to draw on each other and flourish together.

Fourth, jointly improving global governance. We should revitalize the authority and role of the U.N., and uphold the basic norms of international relations established by the U.N. Charter. We should also enhance capabilities in digital governance, disaster prevention and mitigation, and public health, and jointly build a more efficient, inclusive, and resilient Asian governance system.

Wang Yi stressed that this year marks the beginning of China’s 15th Five-Year Plan. China will be committed to peaceful development. Through its own high-quality development, China will provide more stability for the international situation and stronger impetus for global growth. China is ready to work with all parties to build consensus, deepen cooperation, and join hands to build an Asian community with a shared future that is peaceful, stable, prosperous, open, and inclusive, contributing stronger Asian strength to world peace and development.

President Ilham Aliyev of Azerbaijan briefed on the work done by Azerbaijan during its two years as rotating CICA chair and put forward cooperation initiatives. All parties exchanged views on the security and development situation in the CICA region and the implementation of confidence building measures. They all agreed that CICA member states should practice multilateralism, strengthen solidarity and cooperation, address common challenges, and safeguard the common interests of the Global South, so as to advance peace and development in Asia.

The summit adopted and released the Declaration of the Seventh Summit of the Conference on Interaction and Confidence Building Measures in Asia.

During the Summit, Wang Yi also met respectively with Israeli President Isaac Herzog, Russian Foreign Minister Sergei Lavrov, Bahraini Foreign Minister Abdullatif bin Rashid Al Zayani, Turkish Foreign Minister Hakan Fidan, and Palestinian Foreign Minister Varsen Aghabekian Shahin, and conducted friendly exchanges with dignitaries of various countries.
